Abbas faults Arab refusal of 1947 UN Palestine plan

Arabs made a "mistake" by rejecting a 1947 U.N. proposal that would have created a Palestinian state alongside the nascent Israel, Palestinian President Mahmoud Abbas said in an interview aired on Friday.

Palestinian leaders have always insisted that General Assembly Resolution 181, which paved the way for Jewish statehood in parts of then British-ruled Palestine, must be resisted by Arabs who went to war over it.

Decades of regional fighting have hinged on challenges to Israel's existence and expansion. By describing historical fault on the Arab side, Abbas appeared to be offering Israel an olive branch while promoting his own bid to sidestep stalled peace talks by winning U.N. recognition for a sovereign Palestine.

"At that time, 1947, there was Resolution 181, the partition plan, Palestine and Israel. Israel existed. Palestine diminished. Why?" he told Israel's top-rated Channel Two television, speaking in English.

When the interviewer suggested the reason was Jewish leaders' acceptance of the plan and its rejection by the Arabs, Abbas said: "I know, I know. It was our mistake. It was our mistake. It was an Arab mistake as a whole. But do they punish us for this mistake (for) 64 years?"

Prime Minister Benjamin Netanyahu of Israel has blamed the Palestinians for the diplomatic deadlock, citing what he described as a refusal by Abbas to recognize the roots of the conflict and encourage his people to accept the Jewish state.

Netanyahu's office declined immediate comment on Abbas's remarks, which Channel Two broadcast over the Jewish Sabbath.

Abbas, whose U.N. maneuvering is opposed by Israel and the United States, says the problem is the Netanyahu government's continued settlement of the West Bank, where, along with the Gaza Strip, Palestinians now seek a state. Israel occupied those territories in the 1967 war and withdrew from Gaza in 2005.

U.N. solemnization of their independence would help Palestinians pursue negotiations with Israel, which in turn could produce an "extra agreement that we put an end to the conflict," Abbas told Channel Two.

His language raised the hackles of his Islamist Hamas rivals, who control Gaza and with whom Abbas is trying to consolidate an Egyptian-brokered power-sharing accord.

Hamas opposes permanent coexistence with the Jewish state and has drawn core support from Palestinians dispossessed in the 1947-1948 war, when Israel overran Arab forces to take territory beyond that allotted it by Resolution 181.

"No one is authorized to speak on behalf of the Palestinian people and no one is authorized to wipe out any of the historical rights of our people," said Fawzi Barhoum, a Hamas spokesman in Gaza.

"There is no need for Abu Mazen (Abbas) to beg the Occupation," Barhoum said, using a Hamas term for Israel.


Alluding to political turmoil which, in U.S.-aligned countries such as Egypt and Jordan, has emboldened popular hostility to Israel, Barhoum said Abbas "should arm himself with the emerging Arab support."

Asked on Channel Two how he could bring Hamas to agree to peacemaking, Abbas, himself a refugee from a town now in northern Israel, said: "Leave it to us, and we will solve it."

Bangkok flood defenses put to test amid high tides

BANGKOK: The complex network of flood defenses erected to shield Thailand's capital from the country's worst floods in nearly 60 years was put to the test early Saturday as coastal high tides hit their peak. No major breaches were immediately reported.


Fear gripped Bangkok early in the day as tides along the Gulf of Thailand crested at about 9 a.m. and pushed the city's main waterway, the Chao Phraya river, to its brink. Overflows so far have lightly inundated riverside streets from Chinatown to the famed Temple of the Emerald Buddha.


But the white-walled royal Grand Palace was dry, less than 24 hours after being ringed by ankle-deep water, and the landmark remained open to tourists. Many visitors carried parasols to protect themselves from the blistering sunshine.


Prime Minister Yingluck Shinawatra said in her weekly radio address that floodwaters that had wreaked havoc to provinces north of Bangkok in the last several weeks had started to recede, and she urged citizens to let the crisis take its course.


"We have the good news that the situation in the central region has improved as runoff water gradually decreased," she said. "I thank people and urge them to be more patient in case this weekend is significant because of the high tide."


The streets of downtown Bangkok — the country's financial heart — were bone-dry and bustling with taxis, restaurant-goers and tourists snapping pictures. But the city remained in peril, as high tides along the gulf were expected to crest again late in the day, threatening to obstruct the flood runoff from the north. The government also is worried that major barriers and dikes could break.


On Friday, saffron-robed monks and soldiers piled sandbags outside the capital's most treasured temples and palaces as the Chao Phraya swelled precariously beyond its banks. Most of the water receded at low tide, but worried Bangkokians were buying up bright orange lifejackets and inflatable boats, fearing the worst is yet to come.


"You have to prepare," said Fon Kanokporn, a banker who bought a rubber boat from a store that had several hanging from trees out front as advertisements.


Employees at the shop said they had sold well over 3,000 boats in the last week. The brisk business is a measure of the fear gripping Bangkok and a reflection of the tragedy of neighboring provinces that have been submerged for weeks. Several buyers said they needed boats because their submerged homes outside the capital were no longer accessible by road.


Three months of relentless monsoon rains have caused the worst flooding in Thailand in more than half a century, triggering a national crisis that has overwhelmed Yingluck's government.


The water has crept from the central plains south toward the Gulf of Thailand for weeks, engulfing a third of the country and killing nearly 400 people and displacing 110,000 more. Now, Bangkok is in the way — surrounded by behemoth pools of water flowing around and through the city via a complex network of canals and rivers.


On Friday, army trucks dumped thousands of sandbags outside the riverside Siriraj Hospital, where Thailand's ailing and revered King Bhumibol Adulyadej has stayed since 2009.


Elsewhere along the Chao Phraya, dozens of monks at the 200-year-old Temple of the Dawn stacked hundreds more along a secondary barrier to protect against river overflows.


"It's likely going to get higher, but I don't think its going to get high enough to cause chaos," said Phramaha Abhin, a 42-year-old monk. Still, he said, "we cannot neglect the risk to this temple. It's one of the country's landmarks, one of the things Thailand is known for. We have to protect it."


This week, floodwaters pushed into Don Muang airport, used mostly for domestic flights, shutting it down. And on Friday, the State Railway of Thailand said all train services from Bangkok to southern Thailand were suspended after the tracks in Bangkok's suburbs were submerged by floodwaters.


Thais and expatriates alike continued to leave Bangkok as foreign governments urged their citizens to avoid the threatened city, citing transportation difficulties and shortages of certain food items.


Seven of Bangkok's 50 districts — all in the northern outskirts — are heavily flooded, and residents have fled aboard bamboo rafts and army trucks and by wading through waist-deep water. Eight other districts have seen less serious flooding.


New flooding was reported Friday in the city's southeast when a canal overflowed in a neighborhood on the outer parts of Sukhumvit Road. And high tides briefly touched riverside areas closer to the city's central business districts of Silom and Sathorn. But the day passed without major incident.


"It is clear that although the high tides haven't reached 2.5 meters (8.2 feet), it was high enough to prolong the suffering of those living outside of the flood walls and to threaten those living behind deteriorating walls," Bangkok Gov. Sukhumbhand Paribatra said.


The flood walls protecting much of the inner city are 8.2 feet high, and Saturday's high tide was expected to reach 8.5 feet (2.6 meters).


International charity Save the Children said it was concerned that crocodiles and snakes were lurking in stagnant floodwaters it said are growing filthier by the day.


"Every day we see children playing in the water, bathing or wading through it trying to make their way to dry ground," said Annie Bodmer-Roy, the group's spokeswoman in Thailand.


The aid group said many families have been left without access to running water or clean toilets.


"There is a very real risk of waterborne or communicable diseases such as diarrhea and skin infections taking hold if families can't maintain basic standards of hygiene," Bodmer-Roy said. "It is essential that the risks facing children in this crisis are understood and steps taken to keep them safe."

Baichung Bhutia bids to int ' l football

Baichung Bhutia, the flagship of the Indian football, announced his international retirement on Wednesday after months of injury problems.

Turns Baichung Bhutia, 35 in December, said his failure regain full fitness after his 16-year career finish him with the national side prompted India's campaign in the Asian Cup in Qatar is missing the most in January.

"This was the best decision under the circumstances," said Bhutia reporters in New Delhi. ' I made several attempts in the last few months a comeback, but could not because of recurring injuries.

"My commitment and contribution to the Indian football will not take away and I am willing to help the AIFF (all India Football Federation), in what way they want me," he said.

ICC warns Saif al-Islam Gaddafi against fleeing

THE HAGUE: The International Criminal Court said on Saturday Saif al-Islam Gaddafi was in contact through intermediaries about surrendering for trial, but it also had information mercenaries were trying to spirit him to a friendly African nation.


The ICC has warned the 39-year-old, apparently anxious not to be captured by Libyan interim government forces in whose hands his father Muammar Gaddafi was killed last week, that it could order a mid-air interception if he tried to flee by plane from his Sahara desert hideout for a safe haven.


The ICC's comments offered some corroboration of reports from Tripoli's new National Transitional Council (NTC) leaders and African neighbours that he has taken refuge with Tuareg nomads in the borderlands between Libya and Niger.


"There are some people connected with him that are in touch with people connected with us ... it's through intermediaries," ICC Prosecutor Luis Moreno-Ocampo told Reuters in an interview during a visit to Beijing.


"We have some information that there is a mercenary group trying to help him to move to a different country, so we are trying to prevent this activity," said Moreno-Ocampo.


"We are also working with some states to see if we can disrupt this attempt. Some of them are South Africans allegedly."


Moreno-Ocampo said the ICC was not making any deal with Saif al-Islam but was explaining through the contacts that he had to face trial because he had been indicted for war crimes. "He says he is innocent," said the prosecutor.


NTC officials told Reuters earlier this week that monitoring of satellite calls and other intelligence indicated Saif al-Islam was considering turning himself in to the ICC, and trying to arrange an aircraft to get him there and out of reach of NTC fighters.


DESERT FRIENDS


However, surrender is only one option. The Gaddafis made friends with desert tribes in Niger, Mali and other poor former French colonies in West Africa, as well as farther afield in countries like Zimbabwe and Sudan, some of them also recipients of largesse during the 42-year rule of Muammar Gaddafi, a self-styled African "king of kings."


France, a key backer of February's revolt, reminded Africans of obligations to hand over the surviving ICC indictees - former intelligence chief Abdullah al-Senussi and Saif al-Islam.


"We don't care whether he goes on foot, by plane, by boat, by car or on a camel, the only thing that matters is that he belongs in the ICC," said Foreign Ministry spokesman Bernard Valero.


Niger, Mali, Chad and Burkina Faso, a swathe of arid states to the south of Libya, are all signatories to the treaty that set up the ICC, established to give a permanent international tribunal for crimes against humanity after ad hoc bodies set up for Rwanda, the former Yugoslavia and Sierra Leone.


"If we reach agreement, logistical measures for his transfer will be taken," ICC spokesman Fadi El Abdallah said. "There are different scenarios, depending on what country he is in."


Without its own police force, the ICC depends on cooperation from member states, which do not include world powers the United States, Russia and China.


Algeria, which took in Saif al-Islam's mother, sister, brother Hannibal and half-brother Mohammed, is not a signatory. Nor are Sudan or Robert Mugabe's Zimbabwe.


AFRICAN MERCENARIES


As well as enjoying protection from Tuareg allies who traditionally provided close security for the Gaddafis, Saif al-Islam may still be in the company of mercenaries from elsewhere in Africa, including possibly South Africa, NTC officials say.


A South African newspaper, in an unconfirmed report, said South African mercenaries were working to fly him out.


A bodyguard who saw Saif al-Islam as he fled last week from one of the Gaddafi clan's last bastions near the capital told Reuters that he seemed "nervous" and "confused." He escaped even though his motorcade was hit by a NATO air strike as it left Bani Walid on October 19, the day before his father died in Sirte.


Three of Saif al-Islam's brothers were killed in the war. Another, Saadi, has found refuge in Niger.


The arrest or surrender of Saif al-Islam would bring a new prominence for the nine-year-old ICC, whose highest profile suspect to date is Sudanese President Omar al-Bashir, who remains defiantly in office, defended by many fellow Africans.


Following the killing of Muammar Gaddafi, most probably at the hands of fighters who filmed themselves battering and abusing him, Western allies of Libya's new leaders urged them to impose respect for human rights.


NTC leaders would like to run their own trials, but acknowledge that their writ barely runs in the deep south.


Their NATO allies, now winding up a mission that backed the revolt, have expressed little enthusiasm for hunting a few individuals across a vast tract of empty continent -- though French troops based in West Africa might be best placed to step in with transport if Saif al-Islam did choose to surrender.


Saif al-Islam was once seen as a liberal reformer, architect of a rapprochement with Western states on whom his father waged proxy guerrilla wars for decades. But he responded with belligerent rhetoric after the revolt erupted in Libya.


The ICC accuses him of hiring mercenaries to carry out a plan, worked out with his father and Senussi, to kill unarmed protesters inspired by "Arab Spring" uprisings elsewhere.


WARM WELCOME


Niger's government in the capital Niamey has vowed to meet its ICC commitments. But 750 km (400 miles) north in a region where cross-border allegiances among Tuareg nomads often outweigh national ties, the picture looks different.


For now, some of the tens of thousands of people who eke out a living in the deepest Sahara, an expanse roamed by smugglers and nomadic herders, say there would be a welcome for the younger Gaddafi.


"We are ready to hide him wherever needed," said Mouddour Barka, a resident of Agadez in northern Niger. "We are telling the international community to stay out of this business and our own authorities not to hand him over -- otherwise we are ready to go out on to the streets and they will have us to deal with."


Mohamed Anako, president of Agadez region, the size of France, said: "I am ready to welcome him in. For me his case is quite simply a humanitarian one.


"Libya and Niger are brother countries and cousins ... so we will welcome him in."

Syria unrest: Arab League denounces civilian killings

The Arab League has sent an "urgent message" to the Syrian government, denouncing "the continued killings of civilians" taking part in protests.


The League's ministerial committee on the Syrian crisis also urged Damascus to "take the necessary measures" to protect civilians.


The call came as at least 37 protesters were killed in Syria, activists said.


The deaths took place mostly in Homs and Hama as protesters called for a no-fly-zone to be imposed, activists said.


More than 3,000 people have died in the unrest since protests broke out in March.


The government of President Bashar al-Assad says the unrest is being stoked by armed gangs and foreign extremists looking to stir up sectarian strife.


Foreign journalists have been largely prevented from reporting from the country, making it difficult to confirm events on the ground.


'Frank talks'


The Arab League's committee on Syria issued its statement on Friday.


It said that the committee would meet Syrian officials on Sunday in Qatar to try to reach "serious results" on a way to end the crisis.


The ministers also said that they had held "frank and friendly" talks with President Assad on Wednesday.


Earlier on Friday, protesters in Syria called for international protection from Nato whose war planes played a vital role in the overthrow of former Libyan leader Muammar Gaddafi.


"God, Syria, we want a no-fly zone over it," protesters shouted in the Bab Tadmur neighbourhood of Homs, while others carried banners demanding international protection, Reuters reports.


In the restive Balaa neighbourhood, around 20,000 people marched calling for the fall of President Assad's regime, Agence France-Presse reports, quoting the London-based Syrian Observatory for Human Rights.


An armed insurgency has emerged over the past few weeks around the city, home to one million people and some 140km (85 miles) north of Damascus, the news agency reports.


Dozens of young protesters marched in Damascus' Barzeh neighbourhood, the Observatory said, adding that 40 were arrested.


Internet and communications services were reportedly disrupted in parts of the capital, as well as in Homs.

Military rule has slowed Dhaka’s growth: Merkel

Berlin, Oct 25: German chancellor Angela Merkel has said Bangladesh has failed to achieve its expected development even after 40 years of independence due to its long-time military rule.
Speaking at a joint press conference with Bangladesh Prime Minister Sheikh Hasina at the chancellery in Berlin on Tuesday, she said the civil society of the country should come forth for its development.
Germany will continue its support to Bangladesh, she added. She had a meeting with Hasina before the press conference, which Hasina said was ‘highly fruitful’.
“The visit is a milestone in our existing relations,” she added.
Merkel welcomed Hasina when she arrived at the chancellery in the noon (local time).
The Bangladesh prime minister was given red-carpet reception and a guard of honour. At the beginning of the press meet, Merkel remarked on Germany’s good relations with Bangladesh and hoped to further it.
Bangladesh’s economic conditions are good and things will get better in the days ahead, Merkel said.
Bangladesh is moving towards poverty alleviation under the strong leadership of Sheikh Hasina,” she said.
The chancellor said at the meeting she and Hasina had discussed how Germany could help Bangladesh in battling climate change, improving the standards of primary and secondary education, and stemming the flow of urban migration.
Hasina said Germany was a tested friend of Bangladesh. “Germany has always aided the socio-economic development of Bangladesh,” she added.
She thanked Merkel for her creative role in managing the affairs of Germany and European issues amid the global economic turmoil.
Hasina invited the German chancellor to visit Bangladesh. “I hope you will soon come to visit Bangladesh,” she said.


Merkel expressed her interest to visit Bangladesh but said she did not know if it would be possible soon.
Hasina at this point said, “We are both woman leaders. I hope you will accept this invitation from me.”
Merkel replied by saying, “I know you are inviting me as a woman leader and I hope to go to Bangladesh as the German chancellor.”
When asked whether there had been any discussions on financing the Padma bridge, Merkel said there had been no such discussions.
Hasina said, “We did not discuss Padma bridge. But Germany continues to support Bangladesh in infrastructure development and we hope the support will continue.”
Hasina started for home from Tegel Airport at around 5pm local time. Bangladeshi ambassador to Berlin Masud Mannan and German foreign ministry officials were there to see her off.
Bangladesh Prime Minister called for continuing the existing German economic cooperation with Bangladesh and enhancing German support in sustainable development projects.
The Chancellor gave the Prime Minister her assurance of offering the best cooperation in Bangladesh’s economic development programme and infrastructure development.
Sheikh Hasina extended her thanks to Merkel for facilitating the signing of two joint declarations—one for cooperation in the field of health and the other for climate change.
She also asked for more German investment and technology support in the renewable energy and infrastructure building sector in Bangladesh.
Meanwhile, Bangladesh and Germany have signed two joint declarations of intent on climate and health.
The declarations— Cooperation in the field of adaptation and mitigation of climate change and Cooperation in the field of health—were signed in the presence of Prime Minister Sheikh Hasina at Berlin’s Hotel Adlon on Tuesday.
Bangladeshi ambassador to Berlin Masud Mannan told reporters after the signing that economic cooperation and development minister Dirk Niebel promised a grant of €10.9 million to Bangladesh.
Foreign minister Dipu Moni signed the climate declaration for Bangladesh, while minister Niebel signed for Germany.
Health Minister AFM Ruhal Haque signed the declaration on health for the country, while parliamentary state secretary for health Annette Widmann Mauz signed for Germany.
At another function, Prime Minister Sheikh Hasina on Tuesday said her government is encouraging participation of women in all national spheres, particularly in politics, as women empowerment is vital for real and sustainable democracy.
She said her government is making stride to give democracy a firm footing through strengthening the parliamentary practices and media as well as empowering women.
The Prime Minister, who is now in the German capital to attend World Health Summit, was addressing a dinner hosted by German-South Asia Parliamentary Group (GSAPG) at Regent Hotel here last night.
She said the government is also making efforts to strengthen all democratic institutions such as Election Commission, Human Rights Commission and Anti- Corruption Commission.
“I believe only democracy can lead to sustainable development of people and nation,” she said, adding, “I learned this from the political career of my father and the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman.”
But, the brutal killing of the Father of the Nation along with his family members in 1975, put an end to Bangladesh’s democratisation process, she said.
“After taking office in 1996, we again aimed to continue Bangabandhu’s efforts in establishing firmly the democratic principles and ideals in our country,” Sheikh Hasina said.

KABUL, Afghanistan: A bomb hidden inside a fuel truck in a central Afghan province exploded as scores of people gathered around the vehicle to collect fuel that was leaking, killing at least five in a blast that shattered a period of relative quiet in the war-ravaged nation, officials said Wednesday.

The explosion, around 8 p.m. Tuesday, occurred in Parwan province, about 25 miles (40 kilometers) north of the capital, Kabul. There was no immediate claim of responsibility, but the blast represents the first major attack since an assault on the U.S. Embassy in Kabul last month.

Dozens had gathered around the fuel truck to collect fuel that was leaking, said Kabir Ahmad, the district chief of Parwan province's Bagram district. Suddenly, the truck exploded, he said.

At least three people were killed at the scene, said Khalil Farhangi, the province's hospital chief.

Kabir Amiri, who oversees all of Kabul's hospitals, says 47 people were wounded and two of them subsequently died, raising the death toll to five so far. He said at least about 10 people suffered extensive burns.

The al-Qaida and Taliban-linked Haqqani network, which operates out of Pakistan, have been blamed for many of the recent spectacular attacks in and around Kabul.

The U.S. and Afghanistan have urged Pakistan to do more to rein in or combat the network, and NATO earlier this month launched a major operation involving tens of thousands of coalition and Afghan forces to target insurgents along Afghanistan's eastern border with Pakistan.

Indefinite transport strike called off in 21 dists

Dhaka: Transport workers called off their indefinite transport strike in 21 districts of South-western region including 10 districts under Khulna division.


Earlier on Wednesday, they enforced the strike demanding immediate release of the bus driver Jamir Uddin who was arrested in connection with the deaths of Tareque Masud and Ashfaque Munier Mishuk.


Bangladesh Sarak Paribahan Sramik Federation called off the strike around 12noon on assurance of the Communication Minister Syed Abul Hossain.


The ten districts under the division are Khulna, Jessore, Narail, Magura, Jhenidah, Chuadanga, Meherpur, Kushtia, Bagerhat and Satkhira.


Vehicular movement remained off in the districts, causing untold suffering to the commuters.


The transport workers also demanded the exemption of drivers from Section 302 of Bangladesh Penal Code.


Filmmaker Tareque Masud, chief executive officer (CEO) of ATN News Ashfaque Munier and three others were killed on August 13 when a passenger bus of Chuadanga Deluxe hit their microbus on the Dhaka-Aricha highway in Ghior upazila of Manikganj.


The driver of the bus, Jamir Uddin, was arrested in Gangni upazila of Meherpur on August 15.

TOKYO: Asian shares were mixed Tuesday as investors waited for European leaders to unveil a plan to tackle the continent's ongoing debt crisis.

Markets turned cautious after solid gains in Asia the previous day, unable to extend a Wall Street rally overnight.

Japan's Nikkei 225 stock average slipped 0.3 percent to 8,820.29 as exporters struggled in the face of a strong yen. South Korea's Kospi lost 0.6 percent to 1,887.76, and Australia's S&P/ASX 200 fell 0.5 percent to 4,234.90.

Meanwhile, Hong Kong's Hang Seng index rose 0.4 percent to 18,838.06. Benchmarks in Taiwan, Singapore and New Zealand also advanced modestly.

European leaders have said they made progress at a weekend summit and plan to unveil concrete plans for containing the crisis by Wednesday.

The 17-nation eurozone is set to shore up its bailout fund to contain the debt turmoil that threatens to engulf more countries, and German lawmakers said the plan could boost the fund's lending capacity to more than euro1 trillion ($1.39 trillion).

Overnight in New York, the Dow Jones industrial average finished with a gain of 104.83 points, or 0.9 percent, at 11,913.62.

The broader Standard & Poor's 500 index rose to 1,254.19, marking the highest close for the S&P 500 since Aug. 3, just as Washington was resolving a showdown over raising the country's borrowing limit.

In currencies, the dollar rose slightly to 76.14 yen from 76.05 yen late Monday in New York. The euro stood at $1.3905 from $1.3951.

CLNB calls for halt in yarn to save import textiles

The coalition of local NGOs in Bangladesh on Wednesday urged the Government to save the ban on imports of yarns, the local textile industry.

The demand came from a human chain formed at the National Press Club, said a CLNB release.

The speakers on the program, said while yarns from abroad were imported hundreds of tons of local yarns in the value of approximately 6,000 crore TK remain unsold.

Union Leader Harunur Rashid Bhuiyan, said that the yarn import had urged the livelihood of cotton farmers, weavers, and industrial scale on the brink of collapse.

Berlin: Prime Minister Sheikh Hasina has said that only democracy can lead to sustainable development of people and nations, and she is trying hard to establish democracy firmly by strengthening parliamentary practices and the media.


“We have indeed been trying hard to establish democracy firmly through strengthening our parliamentary practices and our media, empowering our women, as well as through establishing other democratic institutions such as the Commissions on Election, Human Rights, Anti-Corruption and Information,” she said at a dinner hosted by German-South Asian Parliamentary Group at Hotel Regent Monday evening.


Hasina said that since women empowerment is vital for real and sustainable democracy, the present government is encouraging women to participate in all spheres of national life, particularly in politics.


She said that in the local government elections 45,000 women contested and nearly 13,000 were elected to seats reserved for women. In the parliament, the number of reserved seats for women has also been increased to 50 from earlier 45.


The Prime Minister said that during her first tenure, the Prime Minister’s Question Hour has been introduced in parliament to ensure transparency and accountability.


She said her government has also introduced live television coverage of the parliamentary proceedings for the benefit of the people.


Besides, Hasina said, one of the first steps she took to consolidate democracy was to establish 48 parliamentary standing committees in the first session of the present parliament, something that was never done before.


“I have also revived the `Prime Minister’s Question-Answer Time’ and allowed 22 private TV channels and 352 daily newspapers to strengthen democratic practice in the country,” she said.


The Prime Minister said that for empowering women, she has laid the ground for 64 women to become MPs of whom, 19 are directly elected, a Whip and two women chairperson of parliamentary standing committees that include other women as members.


She said there is also a woman deputy leader of the house, leader of the opposition and the prime minister.


Moreover, Hasina said, she has appointed five ministers who hold the important portfolios of Home Affairs, Foreign Affairs, Agriculture, Labour, and Women and Children’s Affairs.

N.Korea's Kim calls for nuclear talks, doubts on uranium

BEIJING: North Korea's leader Kim Jong-il told Chinese Vice Premier Li Keqiang that a moribund 2005 deal should be the basis for fresh talks about Pyongyang's nuclear program, Chinese state media reported, leaving unanswered a key question on uranium enrichment.



The United States and South Korea insist that the North must immediately halt its uranium enrichment program, which it unveiled last year, as a precursor to restart regional talks that offer economic aid in return for denuclearization.


Kim's latest offer of fresh nuclear negotiations came as Washington said it had narrowed differences with North Korea on issues standing in the way of a new round of multilateral nuclear talks.


In his meeting with Li, Kim repeated that North Korea is willing to return to six-party talks -- also involving Russia and Japan -- that it walked out of more than two years ago.


But his published comments did not address Pyongyang's uranium enrichment activities, a key obstacle to talks.


"Kim said the DPRK hopes the six-party talks should be restarted as soon as possible," said the Xinhua news agency report on Tuesday of the meeting between Kim and Li in North Korea on Monday night.


The DPRK is the Democratic People's Republic of Korea -- the North's official name.


"All the six parties should fully implement the September 19 joint statement, signed by them in 2005 in Beijing, on the principle of simultaneous action," Kim said, according to the report.


The North's uranium enrichment program, which opens a second route to make an atomic bomb along with its plutonium program, is not specifically referred to in the 2005 agreement.


However, Seoul and Washington argue uranium enrichment falls under the broader term "existing nuclear programs," which the 2005 deal says must be stopped.


Pyongyang states it is willing to discuss the issue once six-party talks resume, but Seoul and Washington say there will be no talks until uranium enrichment is stopped. They say any halt must be verified by international nuclear inspectors.


The United States, South Korea and their allies have been skeptical of North Korea's recent assertions that it stands ready to return to the six-party talks, saying Pyongyang has reneged on past disarmament pledges.


The talks and the embryonic agreement were a diplomatic trophy for Beijing. But North Korea walked out of the negotiations more than two years ago after the United Nations imposed fresh sanctions for a long-range missile test. The following month Pyongyang conducted a second nuclear test.


The North says its uranium enrichment program is designed to produce power, and argues that the 2005 agreement respects its right to peaceful uses of nuclear energy.


In Geneva, Stephen Bosworth, the U.S. special representative for North Korea, said the two sides "narrowed some differences but we still have differences that we have to resolve."


Throughout the regional turbulence, Beijing has stood by its ally, North Korea, which it sees as a buffer against the influence of the United States and its allies. But China has also tried to preserve ties with South Korea, and to revive the stalled talks on North Korean nuclear disarmament.


Li, 56, is the favorite to become premier from early 2013, when Wen Jiabao will step down. He will visit South Korea after his trip to the North.

217 dead in Turkey quake

An earthquake of 7.2 magnitude on Sunday killed 217 people and injured 1,090 in eastern Turkey, the interior minister said.

A hundred people died in Van city and 117 in the Ercis district of Van province, said Interior Minister Idris Naim Sahin, adding 1,090 were injured.

Prime Minister Recep Tayyip Erdogan made an immediate visit to the quake region to see for himself the devastation.

He was being accompanied by six ministers.

The situation in Ercis is more grave, said Erdogan, adding that around 55 apartment buildings collapsed, raising fears that the toll could increase as many people were trapped under rubble.


"Search and rescue efforts will continue overnight," said Erdogan.

Television footage showed search and rescue teams recovering bodies from the collapsed buildings in Van and Ercis.


The teams were using electrical generator lights to help the search for trapped victims as night fell.


"An eight-storey apartment building collapsed," a local from Ercis told AFP.


"There are efforts to rescue people but the loss is big. I myself saw three to four dead," he added.


Most people are expected to spend the night outdoors, with the temperature expected to dip to three degrees Celsius (37 Fahrenheit).


The quake has mobilised Turkey to rush to the help of the victims.


Some 1,275 search and rescue teams from 38 Turkish cities as well as 145 ambulances were sent to the quake region, according to media reports.


The military said six battalions were also involved in search and rescue efforts, in a statement posted online.


Six helicopters, including four helicopter ambulances, as well as C-130 military cargo planes were sent to the area carrying tents, food and medicine.


Some 200 inmates fled the prison in Van province, when the building was damaged in the quake, media reports said. But 50 of the inmates returned to prison later after seeing their families, they added.


US President Barack Obama offered his condolences to the victims of the massive quake and said the United States stood ready to assist the country's authorities.


"We stand shoulder to shoulder with our Turkish ally in this difficult time, and are ready to assist the Turkish authorities," he said in a statement.


The epicentre of the quake, which struck at 1041 GMT, was at Tabanli in Van province, Turkey's Kandilli institute said. Two aftershocks had hit the villages of Ilikaynak and Gedikbulak in particular, it added.


Although the quake damaged Van's airport it did not disrupt the air traffic, the Anatolia news agency reported, citing civil aviation authorities. The Turkish airlines launched additional flights to Van.

The quake was also felt across the border in northwestern Iran, causing some panic in major cities, Iranian media reported. They did not report any deaths or serious damage.

The US Geological Survey initially measured the quake at 7.3 magnitude but later downgraded it to 7.2. It registered many aftershocks, the latest of which was of 6.0 magnitude.


The quake that struck Van, a large eastern city populated mainly by Kurds, was Turkey's strongest in years.


Earthquake-prone Turkey lies atop several fault lines.

In 1999, two strong quakes in the heavily populated and industrialised regions of northwest Turkey left some 20,000 dead. A powerful earthquake in the town of Caldiran in Van province killed 3,840 people in 1976.

WASHINGTON, Oct 23: US President Barack Obama hailed Sunday the liberation of Libya as a "new era of promise" and urged a "national reconciliation process" as it develops into a secure, democratic country. "We look forward to working with the TNC and an empowered transitional government as they prepare for the country's first free and fair elections," Obama said in a written statement, pledging to "help advance a stable, democratic transition."
A Benghazi report adds: Libya's new leaders on Sunday declared the country "liberated", three days after ousted despot Moamer Kadhafi was captured and killed, paving the way for the formation of an interim government.
The long-awaited declaration came amid raging controversy over the circumstances of Kadhafi's death after he was taken alive during the fall of his hometown Sirte. Britain said the incident had "stained" the National Transitional Council (NTC).

"Declaration of Liberation. Raise your head high. You are a free Libyan," NTC vice chairman Abdel Hafiz Ghoga told a massive rally in the eastern city of Benghazi, where the uprising against Kadhafi was launched eight months ago.
Tens of thousands of voices echoed him chanting, "You are a free Libyan."
In reaction to the announcement in Benghazi, US President Barrack Obama swiftly hailed Libya's "era of promise" and urged national reconciliation.
Benghazi's Kish Square was awash with the green, red and black flags of the revolution that toppled Kadhafi, while the formal declaration raised a deafening roar that reverberated across the Mediterranean city.
Interim leader Mustafa Abdel Jalil, in his address, urged Libyans to abide by the law and respect property, reiterating that Islamic sharia law would be the main source of the north African nation's legislation.
Abdel Jalil also gave thanks to NATO and regional allies for their roles in toppling Kadhafi, and paid special tribute to all those who lost their lives in the battle for Libya's freedom.
"I call on everyone to remove hatred from their hearts... it is essential to build Libya," he added.
Abdel Rahman al-Kabisi, minister of martyrs and the wounded, told the gathering that the event marked "a great historic moment in beloved Libya's history."
"Oh pharaoh of the century (Kadhafi), you are now in the bin of history... in a stroke of fate ... you have been thrown into the bin of history. Go to hell," he thundered.
"The issue of the martyrs, the wounded and the missing is a priority for Libya's government," he said.
Interim prime minister Mahmud Jibril said the formation of a new government is expected to take "from a week to a month." AFP

Nusrat Bhutto, former first lady of Pakistan, dies

Pakistan's former first lady Begum Nusrat Bhutto has died in Dubai after a long illness. She was 82.

She was the widow of the former Pakistani Prime Minister and President Zulfikar Ali Bhutto, and the mother of Benazir Bhutto, who was assassinated four years ago.


Nusrat Bhutto was herself elected twice to the Pakistani parliament.


She led the Pakistan People's Party (PPP) until her daughter took over in the mid-1980s.


Her husband, Zulfikar Ali Bhutto, was the founder of the PPP, which controls the government in Pakistan today.


He was prime minister and president in the 1970s.


Nusrat Bhutto led the PPP for several years after her husband was hanged in 1979, during the military rule of Gen Zia-ul-Haq.


Her daughter, Benazir, later took over as head of the PPP and served twice as prime minister.


Benazir Bhutto was assassinated in 2007, shortly after returning to the country to participate in elections following years of exile. Her husband, Asif Ali Zardari, is now Pakistan's president.


Nusrat Bhutto will be buried in the family's mausoleum in southern Sindh province, a PPP spokesman said.

Argentine president wins landslide re-election

BUENOS AIRES: President Cristina Fernandez was re-elected in a landslide Sunday, winning with the widest victory margin in Argentina's history after her government spread the wealth of a booming economy.



Fernandez had 53 percent of the vote after 58 percent of the polling stations reported nationwide. Her nearest challenger got just 17 percent. Interior Minister Florencio Randazzo predicted the president's share would rise as polls reported from her party's stronghold of densely populated Buenos Aires province.


"Count on me to continue pursuing the project," Fernandez vowed in her victory speech. "All I want is to keep collaborating ... to keep Argentina growing. I want to keep changing history."


Fernandez is Latin America's first woman to be re-elected as president, but the victory was personally bittersweet — the first without her husband and predecessor, Nestor Kirchner, who died of a heart attack last Oct. 27.


"This is a strange night for me," she said, describing her mix of emotions. "This man who transformed Argentina led us all and gave everything he had and more ... Without him, without his valor and courage, it would have been impossible to get to this point."


Thousands of jubilant, flag-waving people crowded into the capital's historic Plaza de Mayo to watch on a huge TV screen as she spoke from a downtown hotel, where her supporters interrupted so frequently with their chants that she lectured them as a mother would her children: "The worst that people can be is small. In history, you always must be bigger still — more generous, more thoughtful, more thankful."


Then, she showed her teeth, vowing to protect Argentina from outside threats or special interests.


"This woman isn't moved by any interest. The only thing that moves her is profound love for the country. Of that I'm responsible," Fernandez said.


Later, she appeared in the plaza as well, giving a rousing, second victory speech, her amplified voice echoing through the capital as she called on Argentina's youth to dedicate themselves to social projects nationwide.


Fernandez was on track to win a larger share of votes than any president since Argentina's democracy was restored in 1983, when Raul Alfonsin was elected with 52 percent. Her margin over Gov. Hermes Binner and five other candidates was wider even than the 1973 victory margin of her strongman hero, Juan Domingo Peron.


Her political coalition also hoped to regain enough seats in Congress to form new alliances and regain the control it lost in 2009. At play were 130 seats in the lower house and 24 in the Senate.


Fernandez suffered high negative ratings early in her presidency, but soared in popularity as a widow by softening her usually combative tone and proving her ability to command loyalty or respect from an unruly political elite.


Most voters polled beforehand said they wanted government stability to keep their financial situations improving in what has been one of Argentina's longest spells of economic growth in history.


Fernandez, 58, chose her youthful, guitar-playing, long-haired economy minister, Amado Boudou, as her running mate. Together, the pair championed Argentina's approach to the global financial crisis: nationalize private pensions and use central bank reserves to increase government spending rather than impose austerity measures, and force investors in foreign debt to suffer before ordinary citizens.


Argentina's world-record debt default in 2001 closed off most international lending, but it has kept the country booming ever since, with its economy expanding at twice the rate of Brazil's, economist Mark Weisbrot said.


The country faces tough challenges in 2012: Its commodities exports are vulnerable to a global recession, and economic growth is forecast to slow sharply in the coming year. Declining revenues will make it harder to raise incomes to keep up with inflation. Argentina's central bank is under pressure to spend reserves to maintain the peso's value against the dollar, while also guarding against currency shocks that could threaten Argentina's all-important trade with Brazil.


Boudou, 48, could now win attention as a potential successor to Fernandez, but navigating these storms will require much skill and good fortune.


Opposition candidates blamed Fernandez for rising inflation and increasing crime and accused her of politically manipulating economic data and trying to use government power to quell media criticism.


Former President Eduardo Duhalde, who fell from front-running rival to near-last in the polls, said in a dour closing speech that "the country is dancing on the Titanic," failing to prepare Argentina for another global economic crisis.


But Weisbrot said Argentina is in far better shape than most countries in the region to face such problems.


U.S. President Barack "Obama could take a lesson from this," said Weisbrot, co-director of the Center for Economic and Policy Research in Washington. "It's an old-fashioned message of democracy: You deliver what you promise and people vote for you. It's kind of forgotten here in the U.S."


Binner, 68, a doctor and leader of a socialist party, said, "We know how to read the numbers, and we congratulate the lady president, but we also tell her that this force is Argentina's second-leading political force."


Ricardo Alfonsin, 59, a lawyer and congressional deputy with the traditional Radical Civic Union party and son of the former president, had 12 percent; Alberto Rodriguez Saa, 52, an attorney and governor of San Luis province whose brother Adolfo was president for a week, had 8; Duhalde, who preceded Kirchner as president, had 6 and leftist former lawmaker Jorge Altamira, 69, and congresswoman Elisa Carrio 54, had 2.


When Fernandez is inaugurated Dec. 10, her Front for Victory coalition will become the first political bloc to begin a third consecutive presidential term since 1928, when President Hipolito Yrigoyen of the Radical Civic Union took office, only to be toppled by a military coup two years later, said Leandro Morganfield, a historian at the University of Buenos Aires.


Fernandez appealed to Argentines not to allow the country "to be forced off course as has happened to us so often in our history."


"We have to think of a different country, where whomever comes builds on top of what's already been done. That's the Argentina I dream of, where we have continuity of national political projects for the country."


Nearly 78 percent of the nearly 29 million registered voters cast ballots in the country of 40 million.

RCC, Midtown to expand roads with a dividing wall

Dhaka: The government has appointed four additional judges to the High Court on Wednesday.

President MD. Zillur Rahman made the appointment as per article 98 of the constitution.


The newly appointed judges are Supreme Court lawyers adv.A.K.M. Shahidul Haque and Abu Taher Mohammad Saifur Rahman, law secretary Shahidul Karim and Dhaka and District session judge Jahangir Hossain, sources said.

They were appointed as additional HC judges for two years. Their appointment will take effect from the day of their taking oath.

Earlier on October 4, the government appointed six more additional judges in the High Court Division.

HC issues rule on mobile court

Dhaka: The High Court on Wednesday issued a rule asking the government to explain within four weeks why the mobile court conducted by the executive magistrate should not be declared illegal.



It also issued a rule upon the government to explain why the sections---5, 6 (1, 2, 4), 7, 8 (1), 9, 10, 11, 13 and 15 of the Mobile Court Act, 2009 should not be declared illegal.


The HC bench, comprising Justice Mirza Hossain Haider and Justice Anwarul Haque passed the order.


The HC stayed the sentence and conviction of the petitioner Kamruzzaman Khan, chairman of the Aesthetic Property Development Ltd, for four months.


The mobile Court earlier sentenced and convicted him for several times in connection with the case.


On September 14, a mobile court convicted the petitioner for 30 days under Section 8 (1) of the Building Construction Act, 1952.

Enclave people now free from captive life: Hasina

Dahagram: Prime Minister Sheikh Hasina on Wednesday said people of Dahagram and Angorpota enclaves have now got freedom from captive life with the 24-hour access to the Tin Bigha Corridor connecting the two enclaves with the mainland Bangladesh.


“You are now free. You won’t need to lead a captive life any longer,” she told the local people at a function at Dahagram Bilateral High School ground after inaugurating the electric transmission line connecting the two enclaves.


Mentioning her talks with the Indian Prime Minister in New Delhi in 2009, Hasina said she had then pressed for opening the Tin Bigha Corridor for 24 hours to enable free movement of the enclave people.


“During his visit to Dhaka on September 6, the Indian Prime Minister approved it,” she said.


Hasina, who earlier inaugurated a 10-bed hospital at Dahagram Union Health Complex, said the enclave people will get medical treatment from the hospital.


She went round different wards of the hospital and talked to patients.


The Prime Minister also promised to establish a college in Dahagram enclave.


Earlier, Hasina arrived here this (Wednesday) morning amid huge enthusiasm and festivity among the enclave people.


A special Air Force plane, carrying the Prime Minister, landed at Syedpur airport in Nilphamari at 10:20 am.


From Syedpur, Hasina traveled to Dahagram union health complex by an army helicopter. She was received by local MPs and Awami League leaders.


Later, Sheikh Hasina attended an opinion-exchange meeting with the local people.


Jatiya Party chairman HM Ershad, Foreign Minister Dipu Moni, Health Minister Dr AFM Ruhal Haque and PM’s advisor Dr Gowher Rizvi were present.


This was the Prime Minister’s first visit to the enclaves after the signing of a deal with India for round-the-clock access to Dahagram and Angarpota enclaves through the Tin Bigha Corridor.


The deal was signed during Indian Prime Minister Manmohan Singh's visit to Dhaka on September 6.


The Prime Minister is scheduled to visit the Tin Bigha Corridor and address a public rally at the Patgram Government College in the afternoon.

Child marriage turning into major social evil

DHAKA, Oct 14: Though there is legal prohibition against child marriage, parents or guardians think that marrying their girls off, at an early age, would relieve them of economic burden and protect their daughters from the dangers of sexual assault, said advocate Salma Ali, executive director of Bangladesh Women Lawyers Association (BWLA).


The Child Marriage Restraint Act of 1929 set the minimum age for marriage of men and women in Bangladesh, she said. It is 21 for men and 18 for women.
The number of cases of child marriage, especially girls, is still high in many parts of the country, because of lack of enforcement of the law and awareness about the ill-effects of child marriage, she said.
A survey conducted by the Unicef, in 2006, says that the percentage of child marriages in Rajshahi is 41.8, whereas in Khulna it is 39.3; Barishal, 36.7; Dhaka, 32.9; Chittagong, 21.9; and Sylhet, 19.1.
The Bangladesh Bureau of Statistics (BBS) estimates that the adolescent population in the country is about 2.80 crore and 1.37 crore of them are females.
According to a Unicef report, released this year, about 10 million girls are married off before the age of 18 every year across the world.
In South Asia, 48 per cent of the total number of girls, aged between 15 and 24, were married before the age of 18, UNFPA estimates. In Afghanistan, 54 per cent of girls are married before the age of 18, while 50 per cent of girls in India, and 51 per cent of girls in Bangladesh, are married early. The Unicef report further states that at least 20 countries in the world do not have any laws restricting the age of marriage. Due to laxity in the enforcement of the law, girls between 10 and 15 years of age are being married off, endangering their health and creating social problems.
Shirin, a 13-year-old divorcee mother who lost her child during delivery, is now leading a life of uncertainty at her father's residence in Shialcoal union under Sirajganj Sadar Upazilla.
She was forced to marry a 17-year-old boy, when she was a student of Class VI.
Shirin's father, Sobhan Ali, a poor rickshaw-puller, was aware that his daughter was underage and the country's laws did not permit such marriage. But he was worried about her security and decided to marry her off, as early as possible.
On the other hand, Sobhan Ali was much taken in by the well-off status of his former son-in-law's family. So, he did not reject the marriage proposal, brought by his friend living in a neighbouring village.


Shirin said, “When I came to know that I'd be married off the next day, I didn't know what to do. I wept the whole night. I never thought of marriage at that age. When I told my mother that I didn't want to get married, she rebuked me and said that the boy earned well and that I’d have no economic hardship.”
“Even my aunt told me harshly that if I didn’t agree to get married, I’d be thrown out of the house. I had no choice, but to agree to the marriage, silently,” she added.
When asked how she was married off at such a tender age, she said, “I was 13 years old and the boy, Ruhul, was 17. The Quazi was unwilling to register the marriage, but the senior members of the family somehow managed it. I was married off with Tk. 15,000 as dowry.”
“The two months following my marriage, I didn’t have to do much work. But everything changed after that. My in-laws began scolding me, whenever I made any mistake in household chores. My husband, who didn’t do any work, would also scold me very often,” she said.
“After eight months, one day I felt profusely nauseous. Later, it was confirmed that I had pregnant for three months. Despite my pregnancy, I had to do all the work of the house. Most of the time, I had fever and cold,” she added.
“When I was in labour, a local midwife was called in to deliver the baby at home. As the situation went awry, I was carried on a pushcart to a nearby private clinic. But the clinic authorities were unwilling to admit me, on account of my critical condition. Later, my father and husband signed a bond,” she further said.
“Though I was saved by the mercy of the Almighty, my baby died,” she said, sobbing.
“Later, my in-laws and husband started condemning me for the death of the baby. Day and night, I was tortured verbally and, sometimes, physically,” she said.
When the torture became too unbearable, Shirin one day left her in-laws’ place and came back to her father’s home.
“My parents decided not to send me back to my in-laws. I also attempted suicide under the pressure of the circumstances. But I was saved by my parents and got divorced later,” she said, her voice choking.
According to the Unicef survey, 50 per cent of the girls do not know when and to whom they are going to be married.
“The rate of child marriage is still high in the country, for poor socio-economic condition and laxity in the existing laws for the protection of early marriage,” executive director of the Development for Disadvantaged People (DDP) Quazi Sohel Rana told The Independent.
“A 12-year-old girl has no awareness about reproductive health. How can she manage a family and rear children?” Sohel Rana said.
“It is inhuman to impose the responsibility of a family on an underage girl and force her to have sex. It is her time to play, learn, and grow up,” he added.
Salma Ali said child marriage was not illegal from a religious point of view, but it was unlawful, according to the law of the land.
“If the laws were properly implemented, a great number of child marriages would have been stopped. The Quazi (marriage registrar), in many cases, complete all marriage formalities, in exchange of money, without considering the age of consent,” she added.
“Quite often, the marriage documents are full of false information about the ages of the prospective brides and bridegrooms. As a result, it often became very difficult for the Quazi to prove that underage girls were being married off,” said Sohel Rana.
Some marriage registrars admit that they record the ages of the brides and bridegrooms, as per the guardians’ statements.
“Sometimes we don’t have anything to do. We have to write the age, as the guardians state it to be. Sometimes, we are also under tremendous pressure to do so. But, we do try to check necessary documents, to prove the age of marriage,” said Abdul Majid, a quazi of Shyamoli area of the city.
But laws, alone, cannot protect underage girls from early marriage. Rather, awareness of the family and community and all-out support from the government and non-government organisations were necessary to prevent early marriage, Salma Ali said.

New policy to ensure safe organ donation


DHAKA, OCT 14: A policy will soon be formulated to ensure safe donation of body organs in accordance with the Organ Transplantation Act 1999, said sources at the health and family welfare ministry. This will put a stop to illegal organ trading. A five-member committee has prepared a draft policy with some specific recommendations. It will be submitted to the health ministry in the coming week.
The committee has recommended formation of a seven-member national committee to monitor human organ transplantations across the country. The national committee will include a national professor, a retired justice, representatives from the press council and the human rights council, representatives of the Bangladesh Medical and Dental Council (BMDC) and members of the health ministry and the directorate general of health services (DGHS).
Surgeons, urologists  and nephrologists involved with organ transplants will not be allowed in the national committee, said the head of the five-member committee, Prof Harun-ur-Rashid.
“Earlier, the lack of a proper organ transplant policy created problems. The new policy would stop illegal trafficking of body organs and ensure safe donation,” he added.


The draft policy has been prepared in the light of the Organ Transplantation Act, 1999, which strictly prohibits selling or buying of human organs and advertisements to that effect. The policy will focus on some major sectors of organ transplant, including fixing a criteria for hospitals and clinics for conducting transplants, formation of a national committee and an organisational committee for hospitals where such transplants will take place.
In another development, the Bangabandhu Sheikh Mujib Medical University (BSSMU) will resume  kidney transplants from Saturday after a one-and-a-half-month break.
